How does the Pokemon League choose an elite 4?

In the Pokemon series, we know how Champions are made. You get all the badges, beat the Elite Four, and beat the Champion. We also have some idea of how the Gym Leaders might be made, since they have trainers training in the Gyms, so it could be possible that once a Gym Leader leaves, one of the trainers take over.

However, I've forever wondered: Who are these Elite Four members? How do they select who is going to be a member? Do they just pick Gym Leaders who are doing really good jobs? Do they use former Champions? People who beat the Elite Four, but didn't beat the Champion?

I think they need to explain this in either the games, or the anime. Of course, the Elite Four haven't been a very big deal in the anime, but it would still help.

I always thought it was trainers who won a pokemon league and impressed the elite four and champion in their battle but we might never know exactly how.

Well we see elite 4 battling all the time in the anime for higher posistions, or at least against the champion. (for example: flint vs cynthia)

though in the anime with the E4 fighting, noone could seem to beat cynthia, which makes me wonder how well do you think tobias did in the champion league i guess we'll never know
